Ten at the Top brings together business, government, and local leaders from across our 10 counties to tackle the big stuff—like housing, mental health, and local growth. We turn regional conversations into real action that improves life for everyone who calls the Upstate home.
Resilient Upstate Behavioral Health Collaborative
Mental health matters at home and at work. This initiative brings together over 100 local partners to support wellness in our communities. We provide tools for employers to create supportive workplaces and help reduce the stigma around behavioral health, ensuring our workforce stays healthy and resilient.
Homelessness & Housing Initiative
Everyone needs a safe place to live, but no single city can solve housing alone. We coordinate with leaders across the region to find better ways to address homelessness. By looking at regional data and local policies, we’re working to make sure the Upstate has affordable, stable housing options for everyone.
Upstate Downtown Academy
Great downtowns don’t happen by accident. Our Downtown Academy takes local leaders "on the road" to see what’s working in other Upstate towns. Through walking tours and expert talks, we share the best ideas for building vibrant, walkable, and successful local centers.

The Upstate is a diverse region made up of 10 unique counties, each with its own character and strengths. But many of our biggest challenges—like economic growth, transportation, and community wellness—don’t stop at county lines. At Ten at the Top, we believe that when we work across those lines, we can accomplish more than any single city or county could alone. By fostering trust and open communication, we help our region move from a collection of individual communities to a unified powerhouse.
Our mission is to serve as the connective tissue for Upstate South Carolina.
